Whilst these could be Catholic priests, my hunch is that they are actually Anglo-Catholics, that is, high Anglicans. They are IDed on the verso of this photo as Rev. Roberts and Rev. Wager - catholics tend to refer to their clergy more naturally as Father so-and-so. In any case, I do love the mismatch between high clerical garb complete with birettas and having a quick smoke out by the garden shed.
